You can rank first and be cited never. Ranking rewards page-level relevance and authority. Citation rewards fact-level clarity and verifiability. Optimizing for one does not automatically deliver the other.
The mechanical difference
A search engine returns documents in an order. An answer engine reads documents and writes something new, attributing part of what it used. The first is a competition for position. The second is a competition for being worth quoting.
Those are not the same contest and they do not have the same winners.
Why you can rank well and be cited never
Ranking rewards signals at the level of the page: relevance, authority, links, engagement. Citation rewards something narrower, at the level of the individual claim. Can this specific sentence be lifted, understood on its own, and attributed back to a named business?

The metric that actually means something
Cited in 18 of 140 asks. Engine named, model named, date attached. That is a number somebody else can check, which is what makes it a claim rather than a boast.
What this changes about the work
- Stop optimizing for a position and start optimizing to be a good source.
- Rewrite the claims on your service pages so each one stands alone.
- Attach evidence to claims: licence numbers, dates, counts, named places.
- Make sure independent sources say the same thing, because engines weight those higher.
- Measure citations with repetition, since the same prompt returns different sources on different runs.

Should I stop caring about rankings?
No. Ranking still drives a large share of traffic and the underlying work overlaps heavily. Just stop treating rank as a proxy for AI visibility, because it is not one.
